JOB GOAL

Responsible for performing investigations into charges and/or complaints of unfair employment or educational practices that involve race, sex, color, age, religion, national origin, disability, or marital status and preparing documentation of investigations to include follow-up activities; responsible for assisting legal department administrators by preparing written reports, documents, case materials, and other data as needed.

ESSENTIAL DUTIES & RESPONSIBILITIES

The following statements are intended to describe the general nature and level of work being performed by individuals assigned to this position. These statements are not intended to be construed as an exhaustive list of all duties and responsibilities required of those in this position.
  1. Conduct prompt, thorough, impartial investigations into complaints of unfair employment or educational practices, which includes identifying and interviewing witnesses, gathering and securing relevant documentation, and analyzing the evidence gathered.
  2. Assist in the maintenance of compliance with the District’s coordinated response, prevention, and education initiatives, including Title II, Title VI, Title VII, Title IX, Americans with Disabilities Act (ADA), and related statutes and regulations.
  3. Perform and manage the District’s Title IX-related investigations under supervision of administration, with a particular emphasis on investigating reports of sexual assault, sexual harassment, stalking, and intimate partner violence.
  4. Investigate allegations related to Title IX against students and employees from inception to findings, which includes, but is not limited to, creating a written investigative plan, conducting and memorializing witness interviews, making credibility assessments, preparing and presenting a clear summary of findings and appropriate supporting documents, and communicating with parties while protecting the neutrality, integrity, and privacy of the investigation.
  5. Assist administration in carrying out the District’s responsibilities related to the Title IX program including, but not limited to, data collection, trend analysis, and community outreach in collaboration with a wide variety of on and off-campus partners.
  6. Provide ongoing updates regarding the status of complaints and investigations to administration and the appropriate District staff assisting with the District’s response to Title IX-related matters.
  7. Provide testimony as needed for District proceedings related to complaints including, but not limited to, Title II, Title VI, Title VII, Title IX, and ADA.
  8. Assist in the development and review of District-wide policies and procedures that further institutional civil rights under Title II, Title VI, Title VII, Title IX, and ADA.
  9. Assist in the development and implementation of appropriate training for District staff to ensure that staff keep abreast of current policies and procedures.
  10. Assist with the preparation and maintenance of statistical, demographic, and subject matter data related to complaints and trends.
  11. Maintain thorough, accurate, and comprehensive records related to all assigned case investigations while maintaining confidentiality as required.
  12. Collaborate and communicate effectively with key stakeholders and partners.
  13. Participate in subcommittee groups as assigned by management.
  14. Travel to various sites within the District to perform duties including, but not limited to, interviews, investigations, and data collection.
  15. Perform other duties as assigned.

KNOWLEDGE, SKILLS & ABILITIES

  • Comprehensive knowledge of and ability to interpret federal and state nondiscrimination laws, including Title II, Title VI, Title VII, Title IX, ADA, and other related laws and policies
  • Ability to successfully interact with and address the needs of a diverse community on sensitive topics
  • Ability to communicate effectively with a variety of audiences, orally and in writing, including electronic media
  • Excellent time management skills and ability to organize, prioritize, and manage work assignments in an efficient manner and within established timeframes
  • Operating knowledge of computer programs, including email, word processing, spreadsheets, databases, and web-based technologies and platforms
  • Ability to establish and maintain collaborative working relationships with all stakeholders

EDUCATION, TRAINING & EXPERIENCE

  • Bachelor’s degree from an accredited institution in the field of Legal Studies, or related field
  • Two years’ experience in the field of legal compliance
  • OR
  • Any equivalent combination of education and experience which provides the required knowledge, skills, and abilities to perform the essential duties and responsibilities of the position.

CERTIFICATES, LICENSES & REGISTRATIONS

  • Valid and current Florida Driver's License

PREFERRED QUALIFICATIONS

  • Master’s degree from an accredited institution in the field of Legal Studies, or related field
  • Four years’ experience in the field of legal compliance
  • Two years’ experience of civil rights-related investigative experience in the education, employment, and/or law enforcement field with a record of successfully preparing reports for civil rights, sexual, or relationship violence investigations
  • Two years’ experience in a K-12 public institution

PHYSICAL REQUIREMENTS

WORKING CONDITIONS

Indoors and Outdoors: The worker is subject to both environmental conditions. Activities occur inside and outside.

TERMS OF EMPLOYMENT

Salary and benefits shall be paid consistent with the District’s approved compensation plan. Length of the work year and hours of employment shall be established by the District.

Performance of the job will be evaluated in accordance with provisions of the School Board’s policy on evaluation of personnel.
