JOB GOAL

Responsible for the implementation of the construction warranty program, while ensuring compliance with project standards and district policies. This includes processing warranty requests and coordinating with construction professionals and school personnel for the successful completion of such requests and maintaining warranty database and coordination with district Maintenance Department on applicable extended warranties.

ESSENTIAL DUTIES & RESPONSIBILITIES

The following statements are intended to describe the general nature and level of work being performed by individuals assigned to this position. These statements are not intended to be construed as an exhaustive list of all duties and responsibilities required of those in this position.
  1. Supervise, evaluate, train and delegate work to appropriate staff including contracted professionals; make recommendations for employment.
  2. Establish, develop, and maintain procedures and practices for managing and coordinating District capital construction project warranties for successful resolution to warranty issues.
  3. Direct contracted construction professionals throughout warranty period to ensure compliance with contract documents.
  4. Prepare weekly progress reports for Chief Building Official and Director.
  5. Conduct thorough assessment of construction plans and specifications to determine if warranty claims are justified.
  6. Establish project warranty schedules and quality expectations.
  7. Routinely coordinate with Maintenance staff regarding extended warranty details for project compliance.
  8. Coordinate and schedule warranty process with school and District staff for awareness of procedures.
  9. Participate in project job meetings when applicable in order to understand project details.
  10. Initiate warranty claims for all defective parts or supplies to maintain successful standards.
  11. Ensure that services and rebates, as guaranteed by vendor contracts, are received by following the instructions necessary to process and submit accurate and timely warranty and recall reimbursement requests.
  12. Prepare and complete standard correspondence, advisory memorandums, reports, manuals, and other materials following standard protocols and practices.
  13. Maintain accurate and updated files of warranty coverage and vendor recall correspondence, including the status and outcome of warranty/recall reimbursement requests.
  14. Maintain accurate and updated files on all assigned projects, including the status and dates of various phases.
  15. Monitor departmental progress by maintaining the data to track warranty expiration, vendor responses to warranty/recall reimbursement requests, and preparing special reports.
  16. Identify opportunities for process improvement by reviewing progress reports, determining more efficient methods, recommending changes to Chief Building Official, and documenting and implementing approved changes.
  17. Attend training sessions, conferences, and workshops to keep up to date on best practices of warranty standards to ensure the department meets current standards and requirements.
  18. Serve as a district representative at emergency shelters as determined by the Superintendent and provide leadership to ensure a secure work environment during an emergency or crisis situation.
  19. Perform other duties as assigned.

KNOWLEDGE, SKILLS & ABILITIES

  • Understanding of construction project management, principles and techniques, construction documents, and plans and specifications.
  • Knowledge of construction practices, methods, materials, applications, and standards.
  • Ability to apply principles of continuous quality improvement in daily activities.
  • Knowledge of applicable federal, state, and local laws and regulations.
  • Excellent time management skills and ability to organize, prioritize, and manage work assignments in an efficient manner and within established timeframes.
  • Ability to work collaboratively with others and facilitate groups to consensus.
  • Ability to communicate effectively with a variety of audiences, orally and in writing, including electronic media.
  • Ability to establish and maintain collaborative working relationships with all stakeholders.
  • Operating knowledge of computer programs, including email, word processing, spreadsheets, databases, and web-based technologies and platforms.

EDUCATION, TRAINING & EXPERIENCE

  • Bachelor’s degree from an accredited institution in the field of Construction Science and Management, or related field
  • 5 years’ experience in construction management supervision or similar field

  • Any equivalent combination of education and experience which provides the required knowledge, skills, and abilities to perform the essential duties and responsibilities of the position

CERTIFICATES, LICENSES & REGISTRATIONS

  • Valid Florida Driver's License

PREFERRED QUALIFICATIONS

  • Master's Degree from an accredited institution in the field of Construction Management, or related field
  • Seven years or more experience in construction field
  • Prior experience in a school district

SUPERVISORY RESPONSIBILITY

Direct supervision of assigned personnel. Responsibilities include planning, assigning, and directing work; addressing complaints and resolving problems; training employees; evaluating performance; and interviewing, testing, hiring, and assignment of personnel.

PHYSICAL REQUIREMENTS

Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently and/or up to 10 pounds of force constantly to move objects.

While performing the duties of this job, the employee is required to stand, walk, sit, use hands to finger, handle, or feel, reach with hands and arms, stoop, kneel, crouch, crawl, talk, and hear. The employee occasionally lifts and/or moves up to 50 pounds. Specific vision ability required by this job includes close vision, distance vision, and the ability to adjust focus.

WORKING CONDITIONS

Indoors and Outdoors: The worker is subject to both environmental conditions. Activities occur inside and outside.

Cold: The worker is subject to extreme cold. Temperatures are below 32 degrees for periods of more than one hour.

Heat: The worker is subject to extreme heat. Temperatures are above 100 degrees for periods of more than one hour.

Noise: The worker is subject to noise. There is sufficient noise to cause the worker to shout in order to be heard above the ambient noise level.

General office equipment, including personal computers, fax machines, copiers, telephones, etc.

TERMS OF EMPLOYMENT

Salary and benefits shall be paid consistent with the District’s approved compensation plan. Length of the work year and hours of employment shall be established by the District.

Performance of the job will be evaluated in accordance with provisions of the School Board’s policy on evaluation of personnel.
