JOB GOAL

Responsible for assisting administration in all functions related to planning, review, preconstruction, construction, and warranty resolution on District remodeling, renovation and/or new construction projects; the employee will routinely be stationed on-site at construction projects and will serve as the "Owner's Representative" for respective new construction, renovation and/or remodeling projects.

ESSENTIAL DUTIES & RESPONSIBILITIES

The following statements are intended to describe the general nature and level of work being performed by individuals assigned to this position. These statements are not intended to be construed as an exhaustive list of all duties and responsibilities required of those in this position.
  1. Assist department staff in carrying out the duties and responsibilities of the department to ensure that projects are being planned and completed.
  2. Perform code compliance inspections, quality control and assurance inspections, and maintain documentation of inspections as required.
  3. Assist with construction document review.
  4. Utilize knowledge and understanding of the Florida Building Code, State Requirements for Educational Facilities (SREF), Florida Fire Prevention Code, and other codes associated with educational facilities.
  5. Serve cooperatively and productively as a project team member.
  6. Represent the District in project team decisions and attend required meetings.
  7. Manage project budgets, review invoices, pay applications, and pay submittals to ensure that budgetary requirements are being maintained.
  8. Maintain accurate and complete logs and reports associated with projects and assist in the completion of District, local, state, and/or federal reports.
  9. Participate in negotiations with architects, contractors, design-builders and/or construction managers.
  10. Provide project administration, oversight, and coordination.
  11. Work weekends, early mornings, night schedules and holidays to maintain the project schedule.
  12. Assist staff in understanding relevant information related to construction processes.
  13. Advise administrative staff of emergencies and project issues in a timely manner.
  14. Maintain compliance with School Board policy at all times.
  15. Maintain required certifications, participate in professional development workshops and in-service training sessions as required, attend required meetings, and keep abreast of current educational trends, laws, regulations, and statutes.
  16. Perform other duties as assigned.

KNOWLEDGE, SKILLS & ABILITIES

  • Knowledge of construction project management, principles, techniques, practices, and materials
  • Ability to manage multiple projects simultaneously

  • Ability to work collaboratively with others and facilitate groups to consensus
  • Ability to communicate effectively with a variety of audiences, orally and in writing, including electronic media
  • Excellent time management skills and ability to organize, prioritize, and manage work assignments in an efficient manner and within established timeframes
  • Operating knowledge of computer programs, including email, word processing, spreadsheets, databases, and web-based technologies and platforms
  • Ability to establish and maintain collaborative working relationships with all stakeholders
  • All hires must submit to and pass an initial drug test and subsequent random drug tests in accordance with District requirements

EDUCATION, TRAINING & EXPERIENCE

  • Associate degree from an accredited institution in the field of Construction Management, or related field
  • Five years’ experience in construction management
  • Completion of the course in the Building Code Requirements for Public Educational Facilities, or completion within six months of hire
  • OR
  • Any equivalent combination of education and experience which provides the required knowledge, skills, and abilities to perform the essential duties and responsibilities of the position

CERTIFICATES, LICENSES & REGISTRATIONS

  • Valid and current Florida driver’s license
  • Must maintain a driving record that meets the standards of the District Safe Driver II Plan. Driver’s license must be maintained as a condition of continued employment.
  • Valid Standard Inspector’s license as issued by the Department of Business and Professional Regulation
  • OR
  • Must be able to obtain a Provisional Inspector’s Certificate from the Florida Department of Business and Professional Regulation in one of the following categories: Building, Electrical, Plumbing, or Mechanical, and pass all of the appropriate examinations and obtain the Standard Inspector’s license within six months of hire

PREFERRED QUALIFICATIONS

  • Bachelor’s degree from an accredited institution in the field of Construction Management, or related field
  • Eight years’ experience in construction management as a project manager, project superintendent, or contract administrator

PHYSICAL REQUIREMENTS

Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently and/or up to 10 pounds of force constantly to move objects.

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

While performing the duties of this job, the employee is required to stand, walk, sit, use hands to finger, handle, or feel, reach with hands and arms, stoop, kneel, crouch, crawl, talk, and hear. The employee occasionally lifts and/or moves up to 50 pounds. Specific vision ability required by this job includes close vision, distance vision, and the ability to adjust focus.

WORKING CONDITIONS

Indoors and Outdoors: The worker is subject to both environmental conditions. Activities occur inside and outside.

  • General office equipment, including personal computers, fax machines, copiers, telephones, etc.

TERMS OF EMPLOYMENT

Salary and benefits shall be paid consistent with the District’s approved compensation plan. Length of the work year and hours of employment shall be established by the District.

Performance of the job will be evaluated in accordance with provisions of the School Board’s policy on evaluation of personnel.
