JOB GOAL

Responsible for assisting department administration in the creation, maintenance, and analysis of data for the department’s Geographic Information System (GIS) related to school facilities, boundaries, and school concurrency.

ESSENTIAL DUTIES & RESPONSIBILITIES

The following statements are intended to describe the general nature and level of work being performed by individuals assigned to this position. These statements are not intended to be construed as an exhaustive list of all duties and responsibilities required of those in this position.
  1. Prepare and maintain all school boundary maps, student projection maps, maps used to project future housing and capacities, maps used to project future projects, and other maps as required.
  2. Design maps with geographic data and other data sources; maintain and update maps on the District website and other platforms as necessary.
  3. Analyze spatial data by utilizing mapping software.
  4. Provide and analyze student data for use in boundary planning, projections, and other projects as required.
  5. Facilitate the distribution of maps to schools and District personnel.
  6. Convert physical maps into a digital form for computer usage.
  7. Coordinate with Pasco County Government and municipalities on the exchange of current GIS data.
  8. Assist and interact with department and District staff in all aspects of school concurrency.
  9. Coordinate the input, maintenance and analysis of data associated with the District’s concurrency management system.
  10. Create reports on geographic data as needed.
  11. Operate and maintain GIS equipment as required.
  12. Maintain compliance with School Board policy at all times.
  13. Maintain a working knowledge of applicable state laws and Florida Department of Education regulations.
  14. Maintain required certifications, participate in professional development workshops and in-service training sessions as required, attend required meetings, and keep abreast of current educational trends, laws, regulations, and statutes.
  15. Perform other duties as assigned.

KNOWLEDGE, SKILLS & ABILITIES

  • Knowledge of and ability to understand and interpret applicable policies, state statutes, and federal laws and guidelines, including Florida Statutes, School Board policy, and union agreements
  • General geographic knowledge of the county
  • Ability to communicate effectively with a variety of audiences, orally and in writing, including electronic media
  • Operating knowledge of computer programs, including email, word processing, spreadsheets, databases, and web-based technologies and platforms
  • Excellent time management skills and ability to organize, prioritize, and manage work assignments in an efficient manner and within established timeframes
  • Ability to establish and maintain collaborative working relationships with all stakeholders
  • Ability to work collaboratively with others and facilitate groups to consensus
  • Ability to effectively engage in the problem-solving process
  • All hires must submit to and pass an initial drug test and subsequent random drug tests in accordance with District requirements

EDUCATION, TRAINING & EXPERIENCE

  • Bachelor’s degree from an accredited institution in the field of GIS, Geography, Engineering, or related field
  • Two years’ experience working with ESRI GIS software, and demonstrated proficiency
  • OR
  • Any equivalent combination of education and experience which provides the required knowledge, skills, and abilities to perform the essential duties and responsibilities of the position

CERTIFICATES, LICENSES & REGISTRATIONS

  • Certificate from ArcGIS training class, or equivalent

PREFERRED QUALIFICATIONS

  • Master’s degree from an accredited institution in the field of GIS, Geography, Engineering, or related
  • Five years’ experience working with ESRI GIS software, and demonstrated proficiency
  • Two years’ experience working with ArcGIS software
  • Proficiency in a macro program (Arc Macro Language, VBScript, Python, .net or equivalent), Visual Basic application programming or Structure Query Language (SQL)
  • Proficiency in Excel, Access, Adobe Professional and Word software applications

SUPERVISORY RESPONSIBILITY

Direct supervision of assigned personnel. Responsibilities include planning, assigning, and directing work; addressing complaints and resolving problems; training employees; evaluating performance; and interviewing, testing, hiring, and assignment of personnel.

PHYSICAL REQUIREMENTS

Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently. If the use of arm and / or leg controls require exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated as Light Work.

PHYSICAL ACTIVITY

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

While performing the duties of this job, the employee is required to sit, talk, and hear; stand and walk; use hands to finger, handle, or feel; reach with hands and arms. The employee occasionally lifts and/or moves up to 25 pounds. Specific vision ability required by this job includes close vision, distance vision, and the ability to adjust focus.

WORKING CONDITIONS

Indoors and Outdoors: The worker is subject to both environmental conditions. Activities occur inside and outside.

  • General office equipment, including personal computers, fax machines, copiers, telephones, etc.

TERMS OF EMPLOYMENT

Salary and benefits shall be paid consistent with the District’s approved compensation plan. Length of the work year and hours of employment shall be established by the District.

Performance of the job will be evaluated in accordance with provisions of the School Board’s policy on evaluation of personnel.
