JOB GOAL

Responsible for planning, coordinating, performing, and monitoring audits of the various business functions of the District while maintaining compliance with District, local, state, and federal laws and regulations.

ESSENTIAL DUTIES & RESPONSIBILITIES

The following statements are intended to describe the general nature and level of work being performed by individuals assigned to this position. These statements are not intended to be construed as an exhaustive list of all duties and responsibilities required of those in this position.
  1. Plan, supervise, and conduct internal audits to review the reliability and integrity of financial and operating information and the means used to identify, measure, classify, and report such information.
  2. Serve as a team lead for employees responsible for providing audit services to the District; provide leadership, guidance, and mentorship to assigned staff.
  3. Supervise, evaluate, train, and delegate work to appropriate staff, and make recommendations for employment.
  4. Develop and implement auditing policies, programs, and procedures to increase effectiveness and efficiency of auditing services; make process improvements as appropriate.
  5. Monitor work assignments to ensure timely completion and performance of audits; review work as needed to ensure the completeness, accuracy, and objectivity of audit reports and consistency with auditing standards.
  6. Assist in auditing various areas on a consistent schedule, including School Internal Accounts, Tangible Personal Property, Student Records, Food and Nutrition Services Programs, District Self-Insurance Programs, and other audits as requested or required.
  7. Audit all school accounts according to prescribed auditing standards; review all records for compliance with School Board policies, Florida Department of Education regulations, and local, state, and federal laws.
  8. Identify irregularities uncovered by the audit process, determine causes for irregularities and errors, and provide recommendations to administration to increase controls and reduce costs when producing a written audit report at the conclusion of each audit.
  9. Examine, analyze, and test financial records and operational areas to ensure conformity with generally accepted accounting principles (GAAP).
  10. Instruct staff on accounting procedures and School Board policies; confer with principals to suggest ways to strengthen financial management program.
  11. Develop information and reports for use in financial decision-making.
  12. Apply knowledge of current accounting practices, procedures, and principles in analyzing, interpreting, translating, and communicating with full disclosure, the financial position and results of financial operation of related funds and account groups.
  13. Assist in fiscal year-end closing responsibilities by preparing and submitting corresponding financial reports.
  14. Provide accurate information, guidance, and assistance to ensure established policies and procedures are followed consistently throughout the District at all levels of the school system.
  15. Maintain confidentiality in accordance with all established guidelines regarding records, information, and District financial documents.
  16. Participate in professional development workshops and in-service training sessions as required, attend required meetings, and keep abreast of current trends, laws, regulations, and statutes.
  17. Perform other duties as assigned.

KNOWLEDGE, SKILLS & ABILITIES

  • Knowledge of financial procedures, policies, and regulations
  • Knowledge of governmental accounting, local, federal, and state legal statutes, and School Board policies
  • Advanced knowledge of financial software programs
  • Ability to complete financial and mathematical computations
  • Ability to communicate effectively with a variety of audiences, orally and in writing, including electronic media
  • Excellent time management skills and ability to organize, prioritize, and manage work assignments in an efficient manner and within established timeframes
  • Operating knowledge of computer programs, including email, word processing, spreadsheets, databases, and web-based technologies and platforms
  • Ability to establish and maintain collaborative working relationships with all stakeholders

EDUCATION, TRAINING & EXPERIENCE

  • Bachelor’s degree from an accredited institution in the field of Accounting, Auditing, Finance, Business Administration, or related field
  • Five years’ experience in internal audit or governmental audit
  • OR
  • Any equivalent combination of education and experience which provides the required knowledge, skills, and abilities to perform the essential duties and responsibilities of the position

CERTIFICATES, LICENSES & REGISTRATIONS

  • None

PREFERRED QUALIFICATIONS

  • Valid and current Certified Public Accountant (CPA) license or Certified Internal Auditor (CIA) license
  • Seven years’ experience in internal audit or governmental audit and/or knowledge of government financial procedures, policies, and regulations
  • Two years’ supervisory experience

SUPERVISORY RESPONSIBILITY

Direct supervision of assigned personnel. Responsibilities include planning, assigning, and directing work; addressing complaints and resolving problems; training employees; evaluating performance; and interviewing, testing, hiring, and assignment of personnel.

PHYSICAL REQUIREMENTS

Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated as Light Work.

While performing the duties of this job, the employee is required to sit, talk, and hear; stand and walk; use hands to finger, handle, or feel; reach with hands and arms. The employee occasionally lifts and/or moves up to 25 pounds. Specific vision ability required by this job includes close vision, distance vision, and the ability to adjust focus. 

WORKING CONDITIONS

Indoors and Outdoors: The worker is subject to both environmental conditions. Activities occur inside and outside.

  • General office equipment, including personal computers, fax machines, copiers, telephones, etc.

TERMS OF EMPLOYMENT

Salary and benefits shall be paid consistent with the District’s approved compensation plan. Length of the work year and hours of employment shall be established by the District.

Performance of the job will be evaluated in accordance with provisions of the School Board’s policy on evaluation of personnel.
