Responsible for overseeing business analysis functions for one or more enterprise system applications. This includes direct supervision of staff and overseeing day-to-day operations to ensure operational efficiency and compliance with applicable federal, state, and local laws, rules, and regulations.

  1. Develop plans for future expansion of current and new enterprise systems based on end-user needs and system needed upgrades.
  2. Oversee the work of employees engaged in business analysis.
  3. Coordinate the preparation of comprehensive feasibility studies including detailed documentation of procedures and personnel utilization data and make recommendations identifying specific system functionality adjustments and enhancements.
  4. Review and document workflow procedures of internal application systems to ensure efficient operations.
  5. Collaborate with department end-users to analyze system functions and develop enhancements to improve system efficiency.
  6. Analyze existing systems and redefine operations when necessary to take into account changes in system requirements or equipment configurations.
  7. Prepare, coordinate, and supervise testing and implementation of system upgrades to ensure proper functionality.
  8. Develop and submit enhancement requests for current software based on end-user input and documented needs.
  9. Act as liaison between the department, end-users, and software vendors.
  10. Provide technical assistance and documentation to department end-users regarding various applications.
  11. Perform other duties as assigned.

  • Broad knowledge of computer systems, including programming and systems operations
  • Knowledge of the interchanges and interfaces between systems
  • Ability to communicate effectively with a variety of audiences, orally and in writing, including electronic media
  • Ability to organize, prioritize, manage, and carry out duties efficiently and within established timeframes


  • Bachelor’s Degree from and accredited institution in technology or related field
  • Progressively responsible experience in technology or related field

  • Any equivalent combination of education and experience which provides the required knowledge, skills, and abilities to perform the essential duties and responsibilities of the position




  • Master’s degree from an accredited institution in technology or related field


Direct supervision of assigned personnel. Responsibilities include planning, assigning, and directing work: addressing complaints and resolving problems; training employees; evaluating performance; and interviewing, testing, hiring, and assignment of personnel.


Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently. If the use of arm and/or leg controls require exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated as Light Work.

While performing the duties of this job, the employee is required to sit, talk, and hear; stand and walk; use hands to finger, handle, or feel; reach with hands and arms. The employee occasionally lifts and/or moves up to 25 pounds. Specific vision ability required by this job includes close vision, distance vision, and the ability to adjust focus.


Indoors and Outdoors: The worker is subject to both environmental conditions. Activities occur inside and outside.

Salary and benefits shall be paid consistent with the District’s approved compensation plan. Length of the work year and hours of employment shall be established by the District.
