JOB GOAL

Responsible for building capacity and providing supports for school communities that are consistent with and supportive of the District’s vision, mission, and strategic goals. This includes planning, organizing, coordinating, and evaluating the assigned assessment, research, and/or measurement program(s) while ensuring that all policies and procedures are implemented to meet federal, state, and local regulations.

ESSENTIAL DUTIES & RESPONSIBILITIES

The following statements are intended to describe the general nature and level of work being performed by individuals assigned to this position. These statements are not intended to be construed as an exhaustive list of all duties and responsibilities required of those in this position.
  1. Collaborate with District office staff and school administrators to establish, implement, and manage programs as they relate to the departmental goals of Accountability, Research, and Measurement (ARM).
  2. Provide leadership to align program model policies and procedures in accordance with School Board priorities.
  3. Collect, analyze, and interpret student achievement data; make recommendations and implement changes to maximize program resources available to schools.
  4. Provide assistance with the development of a comprehensive plan for continued program improvement.
  5. Design, conduct, and interpret the results of surveys and assessments for schools and for the District.
  6. Participate in interviewing, hiring, and training staff in administering and proctoring tests or conducting investigations.
  7. Ensure adherence to and compliance with established standards and guidelines for testing administration.
  8. Coordinate, monitor, and manage the investigation of testing irregularities, misadministrations, and other noncompliant occurrences and follow through with the appropriate reporting as required.
  9. Generate and maintain appropriate records and reporting for purposes of audits, quality assurance, and compliance with program requirements.
  10. Design and write computer programs for use in analyses of tests, surveys, and questionnaires.
  11. Design and conduct evaluations of various instructional programs.
  12. Compile data and prepare written reports, charts, tables, and graphs using computer applications for federal and state reporting.
  13. Collaborate with school and District personnel to define data needs for school improvement and ensure such needs are met with the designated systems.
  14. Prepare project plans and schedules that incorporate project requirements, tasks, work assignments, resources, and inclusion of project milestones and review points.
  15. Design and perform complex (i.e., multivariate) statistical analyses.
  16. Ensure that all work and related documentation meets the standards of the department and the project.
  17. Provide training on interpretation of data, both orally and in writing.
  18. Assist in the design and development of data collection instruments.
  19. Interpret technical aspects of testing and evaluation procedures, findings, and conclusions.
  20. Submit annual reports on the status of programs.
  21. Design, train staff on, and monitor employee evaluation standards and systems.
  22. Design, conduct, and interpret the results of student performance measure for teacher evaluation.
  23. Recommend, coordinate, deliver, and evaluate professional development activities in the assigned area and for assigned staff.
  24. Ensure coordination among District, state, federal and competitive grants, and programs with the District’s instructional priorities and communicate and facilitate alignment with District office staff and school administrators.
  25. Assist with the preparation and recommendation of annual budgets and grant resources from various funding allocations to support programs and services relating to District, state, and federal programs.
  26. Provide assistance with publicizing and promoting programs through the development and distribution of written materials and presentations to school groups.
  27. Respond to inquiries or concerns in a timely manner.
  28. Develop and maintain working relationships with community agencies.
  29. Participate in school advisory, business, and community groups and activities; serve on committees and councils; and develop community partnerships to support the District’s vision, mission, goals, and strategic priorities.
  30. Serve as a District representative at emergency shelters as determined by the Superintendent and provide leadership to ensure a secure work environment during an emergency or crisis situation.
  31. Perform other duties as assigned.

KNOWLEDGE, SKILLS & ABILITIES

  • Knowledge of assessment systems and current educational trends
  • Ability to read, interpret, and analyze data, journals, articles, research studies, Florida statutes, state Board rules, and school board policies, and use data-driven decision-making to implement effective programs
  • Extensive knowledge of related federal, state, and local rules, regulations, statutes, and policies
  • Ability to work collaboratively with others and facilitate groups to consensus
  • Ability to effectively engage in the problem-solving process
  • Ability to communicate effectively with a variety of audiences, orally and in writing, including electronic media
  • Operating knowledge of computer programs, including email, word processing, spreadsheets, databases, and web-based technologies and platforms
  • Operating knowledge of statistical software
  • Excellent time management skills and ability to organize, prioritize, and manage work assignments in an efficient manner and within established timeframes
  • Ability to establish and maintain collaborative working relationships with all stakeholders

EDUCATION, TRAINING & EXPERIENCE

  • Master’s degree from an accredited institution in the field of Educational Measurement and Research, or related field
  • OR
  • Any equivalent combination of education and experience which provides the required knowledge, skills, and abilities to perform the essential duties and responsibilities of the position

CERTIFICATES, LICENSES & REGISTRATIONS

  • None

PREFERRED QUALIFICATIONS

  • Three years’ experience in a school environment in an instructional or administrative role
  • Training or experience in the development and administration of large-scale assessment programs or program evaluation
  • Three years’ experience in a supervisory role

SUPERVISORY RESPONSIBILITY

Direct supervision of assigned personnel. Responsibilities include planning, assigning, and directing work; addressing complaints and resolving problems; training employees; evaluating performance; and interviewing, testing, hiring, and assignment of personnel.

PHYSICAL REQUIREMENTS

Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently. If the use of arm and / or leg controls require exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated as Light Work.

PHYSICAL ACTIVITY

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

While performing the duties of this job, the employee is required to sit, talk, and hear; stand and walk; use hands to finger, handle, or feel; reach with hands and arms. The employee occasionally lifts and/or moves up to 25 pounds. Specific vision ability required by this job includes close vision, distance vision, and the ability to adjust focus.

WORKING CONDITIONS

Indoors and Outdoors: The worker is subject to both environmental conditions. Activities occur inside and outside.

TERMS OF EMPLOYMENT

Salary and benefits shall be paid consistent with the District’s approved compensation plan. Length of the work year and hours of employment shall be established by the District.

Performance of the job will be evaluated in accordance with provisions of the School Board’s policy on evaluation of personnel.
