JOB GOAL

Responsible for recruitment of candidates for employment, with a focus on increasing diversity, while ensuring compliance with Board rules, policies, and procedures as well as applicable state and federal laws and regulations. Responsible for the implementation and management of the Human Resources Department integrated marketing communications programs, branding, and social media engagement activities. In-county travel and out of state travel is required to perform the essential responsibilities. 

ESSENTIAL DUTIES & RESPONSIBILITIES

The following statements are intended to describe the general nature and level of work being performed by individuals assigned to this position. These statements are not intended to be construed as an exhaustive list of all duties and responsibilities required of those in this position.
  1.  Develop, plan, and implement recruiting activities designed to enhance the District’s ability to attract and retain a diverse, high-performing workforce, with a focus on recruiting qualified professional teaching and support candidates.
  2.  Develop and maintain a network of contacts to help identify and source qualified candidates.
  3.  Coordinate and participate in recruitment trips to selected colleges and universities, job fairs, and other applicable events.
  4. Provide support to build a strong, engaged community to help support the District's business goals, by building awareness for initiatives and programs; encouraging repeat tune-in; enhancing recruiting programs and strategies; growing community followers, friends and subscribers within current social networks; identifying emerging social networks and platforms driving traffic to District and school websites, and generating an interest of Pasco County Public Schools. 
  5.  Screen, interview, and recommend qualified candidates to departments and schools to fill vacancies.
  6.  Execute new social media strategies for the department and develop and maintain the Human Resources Department marketing calendar. 
  7.  Manage the day-to-day social media communications activities, including relevant and unique content creation and channel management, as well as overall project and initiative management. 
  8.  Create and implement integrated marketing communications initiatives, campaigns and plans, including development and placement of print, social media, email, online, and grassroots marketing. 
  9.  Develop and maintain the department's marketing and communications portfolio, including, but not limited to, marketing collateral, photographs, and videos. 
  10.  Coordinate recruitment's marketing campaign with the District's communication department. 
  11.  Manage and oversee the writing, design, production, and distribution of marketing materials and collateral such as brochures, announcements, news releases, newsletters, presentations, articles, white papers, booklets, flyers, agendas, website content, invitations, and multi-media programs. 
  12.  Recommend creative strategic initiatives and activities for social media executions in support of District marketing objectives. 
  13.  Support the use of broadcast, internet, intranet and other mass media, along with new and social media and next generation communication channels, to support consistent information, messaging, branding, and engagement activities targeting staff recruitment. 
  14.  Establish recruitment and retention plans for minorities, critical shortage areas, and high needs schools. 
  15.  Maintain and analyze recruitment and retention data and use data to develop a comprehensive recruitment plan. 
  16.  Project future district employment needs and develop plan to meet those needs within budgetary guidelines.
  17.  Serve as a liaison with state colleges and the Florida Department of Education (FLDOE).
  18.  Coordinate and facilitate travel arrangements and accommodation requirements for other District personnel representing the District on recruiting trips.
  19.  Maintain accurate recruiting records.
  20.  Up to 25% travel may be required to support recruiting activities.
  21.  Perform other duties as assigned.

KNOWLEDGE, SKILLS & ABILITIES

  • Knowledge of recruiting practices, advertising, marketing and branding through various social media platforms
  • Ability to understand and interpret applicable policies, state statutes, and federal laws and guidelines, including Florida Statutes, School Board policy, and union agreements
  • Ability to speak and present live to deliver information in an effective manner to small and large groups in professional settings 
  • Ability to communicate effectively with a variety of audiences, orally and in writing, including electronic media
  • Excellent time management skills and ability to organize, prioritize, and manage work assignments in an efficient manner and within established timeframes 
  • Operating knowledge of and experience with personal computers and programs, including email, word processing, spreadsheets, databases, and web-based technologies and platforms
  • Ability to establish and maintain collaborative working relationships with all stakeholders

EDUCATION, TRAINING & EXPERIENCE

  • Bachelor’s degree from an accredited institution in the field of Marketing, Media Communications, Public Relations, Journalism, or related field 
  • Three years' related experience with recruiting, marketing, and using social media platforms
  • OR
  • Any equivalent combination of education and experience which provides the required knowledge, skills, and abilities to perform the essential duties and responsibilities of the position

CERTIFICATES, LICENSES & REGISTRATIONS

  • Valid and current Florida Driver License

PREFERRED QUALIFICATIONS

  • Master's Degree from an accredited institution in the field of Marketing, or related field
  • Five years' experience in developing, implementing, and updating marketing and communication initiatives, implementing social media strategies and recruitment events
  • Bilingual in Spanish, written and oral fluency

PHYSICAL REQUIREMENTS

Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently. If the use of arm and / or leg controls require exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated as Light Work.

WORKING CONDITIONS

Indoors and Outdoors: The worker is subject to both environmental conditions. Activities occur inside and outside.

General office equipment, including personal computers, fax machines, copiers, telephones, etc. 

TERMS OF EMPLOYMENT

Salary and benefits shall be paid consistent with the District’s approved compensation plan. Length of the work year and hours of employment shall be established by the District.

Performance of the job will be evaluated in accordance with provisions of the School Board’s policy on evaluation of personnel.
