JOB GOAL

Responsible for performing advanced, specialized, complex duties in one or more areas of financial operations, including accounting, budget, accounts payable, and/or payroll; providing general support services for the department; and providing technical and procedural expertise for all district personnel.

ESSENTIAL DUTIES & RESPONSIBILITIES

The following statements are intended to describe the general nature and level of work being performed by individuals assigned to this position. These statements are not intended to be construed as an exhaustive list of all duties and responsibilities required of those in this position.
  1. Assist in the fiscal operation of the District in accordance with established principles and procedures, including but not limited to, assisting with development, maintenance, and documentation of fiscal procedures and audit controls, and developing schedules and reports as needed by internal stakeholders and external agencies. 
  2. Assist with planning and organizing accounting activities, including assigning priorities and deadlines, coordinating workflow to meet deadlines, and coordinating training of personnel. 
  3. Provide guidance to support staff, and assist employees performing bookkeeping activities by resolving finance related issues and ensuring established policies and procedures are followed consistently throughout the District. 
  4. Act in a lead capacity and review work of and provide training to staff. 
  5. Assist with planning activities to meet department deadlines. 
  6. Develop and produce reports for use by the District, school, and community.
  7. Maintain, update, and submit monthly reports as required by outside agencies. 
  8. Prepare and post journal entries for account balances and budget adjustments and amendments. 
  9. Ensure that internal controls are properly followed.
  10. Perform additional duties specific to area(s) of assignment:
    • Assist with the preparation of the annual district budget and financial statements. 
    • Analyze Charter School financial statements and review applications for compliance. 
    • Develop and maintain the District chart of accounts. 
    • Analyze and balance the general ledger accounts monthly and annually.
    • Compile and monitor district budget, ensuring all items are properly code; and analyze budget documents to identify discrepancies and ensure compliance with related policies and procedures. 
    • Analyze and maintain budgets, expenditures, and prospective plans for Debt Service and Capital Projects. 
    • Audit vendor invoices, approve for payment, generate, and analyze check runs.
    • Maintain, update, and submit information on 10969 vendors. 
    • Perform payroll accounting functions, including generating and interpreting critical payroll reports, verifying accuracy of reports and related payroll data, researching discrepancies, determining appropriate payroll resolutions, and maintaining knowledge of all federal, state, and local tax laws to ensure compliance. 
    • Review and monitor local, state, and federal grants including financial reporting. 
  11. Assist with evaluation of personnel and making recommendations of employment.
  12. Keep supervisor informed of potential problems or unusual events. 
  13. Demonstrate initiative in identifying potential problems or opportunities for improvement and take appropriate action. 
  14. Provide backup within the department as needed.
  15. Perform other duties as assigned.

KNOWLEDGE, SKILLS & ABILITIES

  • Knowledge of financial procedures, policies, and regulations
  • Advanced knowledge of Microsoft Excel, including but not limited to, pivot tables, VLOOKUP’s, and formulas and other financial software programs
  • Ability to maintain confidentiality regarding records, information, and District financial documents
  • Ability to work independently and organize, prioritize, manage, and carry out duties efficiently and to completion under strict deadlines and established timeframes
  • Exhibit effective financial and mathematical computation skills and delivery of training materials
  • Ability to communicate effectively with a variety of audiences, orally and in writing, including electronic media
  • Operating knowledge of computer programs, including email, word processing, spreadsheets, and databases
  • Excellent time management skills and ability to organize, prioritize, manage and carry out duties efficiently and within established timeframes
  • Ability to establish and maintain collaborative working relationships with all stakeholders

EDUCATION, TRAINING & EXPERIENCE

  • Bachelor’s Degree in Accounting, Finance, Business Administration, or related field from an accredited institution
  • Three or more years of experience in Accounting, Auditing, or related financial activity position
  • OR
  • Any equivalent combination of education and experience which provides the required knowledge, skills, and abilities to perform the essential duties and responsibilities of the position

PREFERRED QUALIFICATIONS

  • Four or more years of previous experience in government accounting or similar position
  • Government accounting experience and/or knowledge of government financial procedures, policies, and regulations
  • Prior experience coordinating day-to-day activities of staff

PHYSICAL REQUIREMENTS

Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently. If the use of arm and/or leg controls require exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated as light work.

Indoors and Outdoors: The worker is subject to both environmental conditions. Activities occur inside and outside.

TERMS OF EMPLOYMENT

Salary and benefits shall be paid consistent with the District’s approved compensation plan. Length of the work year and hours of employment shall be established by the District.

Performance of the job will be evaluated in accordance with provisions of the School Board’s policy on evaluation of personnel.
